Job Summary:

Since 2016 as part of the Grand Bargain, UNFPA joined donors, other UN agencies and NGOs in its commitment to scaling up high quality, well-coordinated Cash and Voucher Assistance (CVA) that maximizes results for women, girls, and youth during crises, leaving no one behind. UNFPA issued corporate commitments and guidelines on CVA in 2021 and started to scale-up the integration of CVA across its different programs. UNFPA is also uniquely positioned as both an operational UN agency, working closely with local and national partners, and as the coordination lead of the Gender-Based Violence Area of Responsibility (GBV AoR) and national GBV coordination groups to promote quality CVA.
UNFPA in Türkiye and UNFPA Türkiye Cross-Border office (TXB) for North West Syria (NWS), have integrated CVA into their programing on sexual and reproductive health (SRH), and prevention and response to GBV and protection for the needs of women and girls and other mandate groups, supporting their rights, safety and dignity. Following the earthquake in Türkiye and North West Syria (NWS), UNFPA expanded its CVA support to respond to the immediate needs of its target groups within the affected population of nationals, refugees and IDPs. Leveraging its lead role of the GBV sub-working group and sub-cluster, UNFPA will also make efforts on GBV risk mitigation in cash and vouchers programming through collaboration with the national cash working group and the biggest cash actors.
Under the overall supervision of the UNFPA Humanitarian Programme Manager, the incumbent supports the design, implementation, coordination, monitoring and evaluation of the UNFPA CVA programs. The incumbent will work closely with the implementing partners, affected community and MEAL and PSEA teams, and supports the assessment of the opportunities and challenges for the CO on CVA according to contextual and programmatic changes, monitors the impact of programs and documents best practices and successful outcomes. The incumbent will also represent UNFPA in the cash coordination platforms in the country and TXB/NWS.

Qualifications and Experience:
Education and Experience:
- Bachelor’s degree social sciences, gender studies, health or any related field
- Minimum 4 years of program/project management and/or coordination in humanitarian, early recovery or development settings with a bachelor’s degree or minimum 2 years with a master’s degree, including at least 2 years of experience in designing and implementing cash and voucher programs.
- Solid knowledge of CVA concepts and approaches, including feasibility assessment.
- Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases.
Skills and Competencies:
- Advanced university degree in public health, international development, social sciences, public policy, or any related field is highly desirable.
- Knowledge and experience with Gender equality/GBV program or/and Sexual and Reproductive Health is an asset.
- Demonstrated experience in coordination is an asset.
- Understanding gender and protection considerations in CVA is an asset.
- Demonstrated experience in capacity-building and training is an asset.
Languages:
- Fluency in written and spoken English and Turkish.
- Knowledge of Arabic is an asset
